  • COMPARATIVE ANALYSIS WITH ARTICLES DURING ONE MONTH AFTER THE DISASTER

    This paper reviews the articles about the East Japan Great Earthquake in the four newspapers in U.S., China, U.K., and France; and compares them among the four countries. One newspaper is selected in each country for the review. It covers the articles in the newspapers published during one month after the disaster. The results show that the newspapers in the four countries reported various issues including the damages of the disasters on local society, economic activities, and world economy. The analysis unveils that the economic, political, and geographical relations between Japan and each country influence the contents of the related articles. They also present the national energy policy particularly relating to nuclear plant in each country affect the editor's viewpoints in each newspaper in different ways.

    Public relations (PR) staff members play the main role in contacting journalists and providing various information on nuclear energy matters. This study focuses on the PR activities during ordinary times. 23 PR staff members were interviewed with the aim of grasping their cognition about their PR activities and communication with journalists. Compared with previous research which was concerned only with the cognition of journalists, the present research reveals that there are no significant differences in the cognition of PR staff members concerning PR activities during ordinary times. It is considered that the PR staff have been empathizing with journalists' perception. Their good practice and the sorts of issues dealt with by PR staff members can be applied to other industrial fields.

    This paper examines the game theoretic models on international climate change negotiation by comparing the actual negotiation process in Kyoto protocol and post-Kyoto negotiation. It reveals that the model's does not reflect EU's leadership, domestic constrain to countries' negotiation position and ethical issues between developed and developing countries, and importance of people's recognition on benefit from mitigation measures. The paper proposes "matching mechanism" similar to conditional pledges by Australia as effective approaches toward ambitious reduction agreement in climate change.

    In this study, the mid-and-long term roadmap for CO2 reduction utilizing local resources in accordance with energy supply-demand structure in greater Nagoya was developed. Delphi method for figuring out realistic amount of implementation for CO2 reduction toward low carbon society was conducted. In the case of utilizing local resources to a maximum extent, 60% of CO2 reduction compared to the 1990 level would be achieved in 2050. According to Delphi analysis, it was estimated that only 21% of CO2 reduction would be accomplished. It was indicated that policy integration between urban planning and energy supply-demand, institutional innovation for leading implementation of measures in local level, and making effective use of economic incentive.

    This research project developed an issue-identification support system that would realize public involvement in an early part of policy-making processes in the context of coastal zone management and conservation. In the field of policy-making of coastal zone management, members of the public have not been adequately involved in the agenda setting phase of planning. This project developed an "umiaruki" technique, drawing on the lessons from "machi-aruki" techniques in the field of urban planning and using an advanced mobile phone technologies. Our trial use of the system suggests that, while benefits from integrating ICT system are limited, the system can be more useful in collecting people's concerns at a regional and city-wide scale..

    This paper reviews the history of regional transportation system in Kochi Prefecture, Japan. The history of regional network development is categorized into the four periods: before Edo-era, Edo-era, Meiji-era to the World War II (WW II), and after the WW II. The results show Kochi has suffered from poor road accessibility because it is landlocked whereas it has developed maritime network mainly connecting Kansai Region. As it has been located far from any political centers in the past, the unique culture has been developed in Kochi. This has made the local authorizes introduce the conservative transportation policy which prevents the local people from regional travels. They also show the religious-purpose travelers contributed to the technology transfer from other regions to Kochi.

    This paper reports the survey results on the feasibility of extending the Japanese bus system to other countries. The bus-related actors in Japan are interviewed for understanding their opinions. The results show it is currently difficult for the Japanese actors to enter the local bus market in other countries. This is first because few Japanese bus-related actors have incentive to go abroad and second because no actor takes the leadership to manage the multiple actors. Additionally, it shows that the local bus market generally has its unique characteristics that prevent the newcomers in other countries from entering the local market, the local bus market is too small to do the bus business for private operators, and Japanese bus system has the uniqueness that may not be easily applied to other countries.

    The reappraisal and citizen participation have increasingly been introduced to recent public works in Japan. The purpose of this paper is to formulate the reappraisal-system selected by citizens themselves and to analyze the system from the viewpoint of the social utility, assuming that the reappraisal of public works is conducted through citizens' direct voting. The result shows that the social utility becomes higher as the rate of votes for continuing the project becomes higher. Furthermore, under the constant rate of votes to continue the public work, the social utility becomes higher as the number of times increases. However, this increase in opportunities for reappraisal does not necessarily result in the Pareto improvement.

    With advent of an information society and citizen society, information held in public administration should be used broadly. This study proposes "Public Structure Treaceability System" to fill in information gaps between public administration and citizen. And we have worked toward the implementation.
    In this paper, we analyze present situation about administrative information and clarify the problem. Then an information system demanded by the results and process that we determine the information on the system is showed. And two experiments show citizens’ information needs and prove the benefit of the system.

    The standard is regarded as a thing or method that has been found to be good based on someone's experience in achieving any purpose. A socio-technology for the establishment of standards is needed to visualize, systematize, share, and utilize relevant knowledge, which is accumulated in various forms in a whole society.
    This research aims to propose a methodology for the establishment of standard technical guidelines, based on the results of a profound analysis on the process for establishment of the knowledge contents required for designing elderly care plans. The proposed processes enable to establish standards effectively by combining the "development process" as small group approach and the "sharing process" as getting endorsement along the way approach.
