Abstract
Toward further Progress of specificationology, one step is made to research components of its framework. A person has various multi-layered structure as what has wants. The desires each has in various levels are complicated and make various conflicts in social level. In this paper, a general scheme to handle such conflicts is shown. Then taking important opportunity, i.e. elections as examples, where people participate in deciding projects' environment at last, considering their problems, we apply the general scheme concretely. Targeting quantltative aspects, it is shown that we can clearly measure the level of how various election systems can realize "majority rule" robustly with the concept "robustness in reflecting the will of the people".
