Recent Projects are managed and controlled under severe constraints of time, cost and quality performance. In the resource allocation, various classes of engineers from disciplines are assigned to attain the desired performance of individual project works. Since the time and cost of project works depend on the quality of assigned engineers, strategy for project execution is required to account for the quality of assigned engineers in order to save time and cost. In this Paper, a strategic approach is propposed to reduce the project execution time and cost under the severe constraints on the performance of engineers.

The Project management is not a deductive theoly but inductive way of useful and effective practices ussed under the actual situations. If it can not catch up with the newer requirements caused by the current industrial situations such as structural changes caused by the recent Information Technology revolution, it must be lose the effectiveness. The current requirements from industrial world are the renewal of the current induustrial structure and the creation of newer business opportunities. From this point, the current requirements to the project management is the accountable management of "Business Type" Projects for new busiiness opportunities and the stable and accountable management of the "Impplementation Type" project issued from "Business Type" project.

Research methodology on project management is investigated. Two methods for this purpose are discussed : one is based on engineering methods which apply the natural sciences and the other is based on the so-called "Case methods" in the social sciences. The research results should satisfy the requirements for scientific characteristics : causality, consistency, and universality. In order to satisfy these characteristics, it is necessary to do research along the line of rational Procedures clarified by the philosophy of science. In this research, the methodology of scientific research on project management is discussed and the basic characteristics that the methods have and the resuits should have are made clear.

In recent years, Client/Server systems and using IDE or GUI tools have gained popularity amoog the information systems of the enterproses. In addition, speed to market has become the key success factor to the enterprises in the competittive market environment. In such environment, appropriate project management has become important even in small scale IT projects. In this study, the data gathered in the interviews with the Project managers and Development leaders of the actual projects have been analyzed using the Quality Control techniques such as 'Cause and Effect diagram', 'Affinity diagrain' in order to articulate their critical concerns. Also, the results have been compared with the results of Statistical analysis, and it was found that the leaders of the delayed projects have paid less attention to Change Management.

PMI certification has become more and more popular in Japan and many projects have started to practice the concept of PMI. Since PMI requires a wide range of management methodology, it is needed to gather and analyze a big amount of data in each project. As one of the solutions, technology of data gathering, analysis and distribution utilizing groupware is developed. This thesis describes how to implement PMI management methodology for huge projects (more than 10000 man-month), focusing on the methods applied to the actual projects. Practical methodology such as time, cost, change, quality and communication management is discussed comparing with JIS X129.

A trend of diverse demand for fine chemical has made the chemical industry that was typical mass production industry apply multi products type production. Multi products tyqe production technology with high quality has been a state of the art. Especially the life cycles of the fine chemical and Pharmaceutical Products have been shorter than their production plant life cycle. The design phase of the multi products type production plant is important phase to decide the value of the plant through its life cycle. The current design factors of the multi products type production plant are as follows; Clarification of the design specification including product mix, adoption for future change of the product types, and realization of a flexible operation. We made investlgation on these factors according to the technical aspect, the managing aspect and the organization aspect. We are emphasizing the effectiveness of introducing process simulation in the design phase with showing an example of pipeless plant design.

I think that there is the case that adopted unused new technology as one of a big risk of information system development, and there is much it, and new technology includes a lot of unknown factor and the element which I which I will need whether the results hear the project management that there are many cases which are not established and wants to do the technique, and adopted new technology from an original plan very much. I consider problems and the countermeasure that occurred when, actually, I adopted new technology in a subject with the example that an author experienced by a report of this time. It is development of the An order and Ordering EDI system which used Web and, as an example, used for Web application server and a development tool accompanying it instead of CGI technology with experience by this development conventionally, and in particular adoption as our company is instead of first time on this tool, and there are a still more little development examples generally. It was a big point and executed measures peculiar to each for a problem domain of each how the efficiency developed the product which the field where I put an important point in particular this time in the problem domain that occurred was an organization, the time and the field of three management of a cost, and satisfied demand specification in the limited appointed date of delivery smartly, but it detected a risk early that it was common to, and it might be said, and the effect that as the result it was high to hit precise measures was provided. If I gather it up about an effect and the effectiveness that real measures gave it to and can have this report as reference of circumstances of project management in new technology adoption, in a report, I am happy.

The decrease in the number of examinees invents competing intensification of the university that is, the age of the university hibernal. It is an important problem of each university how to take the examinee under such a situation. In general, the examinee shows the tendency to choose the subject first of all and to choose the university. I think that current state understanding the wish subject for the examinee to evaluate what item, and to be decided aand assuming basic material of the subject management are important, Then, the actor was made the examinee, parents, and a teacher, what item each actor evaluated, and the wish subject had been decided were analyzed by AHP in this investigation research. As a result, no each actor and nor most changes are seen as for the order of the evaluation item. The first place is a finding employment situation, and the second place is benefit and convenience of traffic. The third place is an interesting curriculum. Moreover, the pursuit investigation of a useful subject for work by the curriculum finished while attending school was executed to the graduate of Department of Industrial Management of Chiba Institute of Technology. AS a result, it is answered regardless of the type of business or the occupational category as the graduation research, I want to reflect these investigation results in the operating policy of the subject in the future.

Risks always exist in projects. But why can we not prcvent risks occurring? That is the reason we cannot plan an effective countermeasure because risks have not defined. In this paper, we present the countermeasure against risks hat we define referring to the software development model. To validate the efficiency of the coumtermeasure, we investigate the failure cases in our projects, and the coverage of the risks. It is obvious that the risks frequently occur and that heavily affect the projects. Furthermore, we present the process wherer we apply the countermeasure to our projects.

Software development methods are getting more diverse and compiex, so Function Point (FP) Analysis is becoming popular as a method for estimation of software size, instead of Lines Of Code (LOC). Since FP counts functions independent of the software development method, it provides a more objective measure of software size. With this in mind, we decided to go one step further and study effective usage of FP Analysis in software project management not limited to software size estimation. In this study, first we tried to measure FP for several examples, then we studied and determined what ways of using of FP Analysis are effective for project management and what issues exist when we use the FP Analysis in software project management.

Toward further Progress of specificationology, one step is made to research components of its framework. A person has various multi-layered structure as what has wants. The desires each has in various levels are complicated and make various conflicts in social level. In this paper, a general scheme to handle such conflicts is shown. Then taking important opportunity, i.e. elections as examples, where people participate in deciding projects' environment at last, considering their problems, we apply the general scheme concretely. Targeting quantltative aspects, it is shown that we can clearly measure the level of how various election systems can realize "majority rule" robustly with the concept "robustness in reflecting the will of the people".

The Qatargas LNG Plant Project is the first LNG plant project completed under the mega gas development program of the country for its world's largest single gas reservoir "North Field" in the State of Qatar. This Project demonstrated a successful application of various updated engineering/information technologies (IT) available and of the latest ways of project management, and resulted in an earlier completion of the Plant, despite various adverse circumstances, such as, limited availability of the infrastructure and particular location of the construction site. This paper presents how these technologies were systematically applied and how these latest ways of project management/IT were introduced for the Project. The main aspect of this project management is to have established clear objectives, applied new project management tools and kept a better communication among the people concerned all through the life of the Project, and maximally utilized various lessons learned. The Project received the PMI International Project of the Year Award 1999 from the Project Management Institute. This is the first project received such an honorable award, outside of North America.

We have been promoting ERP (Enterprise Resource Planning: Integrated system package software) implementation project. Throughout the implementation, people from various department gathers to achieve transfer from "best for individuals to "best for all" surroundings. Naturally conflict occurs, which eventually fertilize the project, since no "Chaoge" realizes without it. New culture evolves as conflicts soothe away. Although at a loss initially, as more implementation completes in various site, broader view was obtained. Will discuss a practical from of project accomplishment with theoretical background.

Number of the offices and plants to which ISO9000 was certified is now more than 10,000. Its certification was given to not only the manufacturing industry but also government offices and service industries. On the other hand, project management guideline ISO10006 (PM) has become popular rapidly in the construction, the engineering, and the software industries. Especially, because the construction busoess is project oriented originally, the introduction of PM is now accomplished mainly in the big busibesses. At the same time, the Ministry of Construction, it has a Plan that will introduce PM as the management system in addition to ISO standards of the quality, environment. In this research, the point of view and the technique of this PM are especially described to reinforce quality system in the construction industry through integration of ISO9000.
