Abstract
This paper presents tools and techniques for scope definition in strategic IT projects that have to be confronted high uncertainty. Though some advantages of getting feedbacks by iterative approach such as spiral method or systematic program, have been recognized, actually workable tools and techniques has not been presented well covering and supporting those essential points that are committed among the stakeholders. In this paper, we propose conceptual modeling, so that balancing goals among stakeholders. It has been examined or evaluated in strategic IT projects.
