    Described in this paper is a new team building method for running projects based on offshore resource. Special difficulties are usually met in those projects, whose clients are native while part of solution is to be provided by offshore resources. Differences in social need, working style, comprehension habit, as well as language bar may be among such difficulties. Communication between onsite side and offshore side is of crucial importance and liaison proved to be an effective communication way. The liaison's function is embodied in the information transfer process : receiving information from onsite side and delivering it to offshore side. The disparity between the former and the latter is an information loss. One of the prerequisite for better performance of offshore work is to minimize the information loss. An analysis of the information flow shows that the information loss can be made less through the direct involvement of liaison in the project. The greater scope of such involvement the smaller the information loss could be. Based on such observation, a liaison centered team-building method is proposed : to select liaison and assign him or her proper position first, decide which phase of the project be given to offshore side in line with the liaison chosen and the position given, and finally build project teams of both onsite side and offshore side

    The improvement of customer satisfaction and a cost reduction are together important themes for the modern enterprise management. On the other hand, Project management is important one element of the modern enterprise management. Then, as for this project management as well, these two themes are the important goals for control to establish in management strategy. But, a cost reduction is sometimes inversely proportional to the improvement of customer satisfaction. In other words, it becomes increase in a cost by advancing the improvement of customer satisfaction, and the decline of customer satisfaction is decided to be brought by doing a cost reduction. As for the contract project of the development of an information system that a writer is engaged, it was found out that the effective application of the communication management was important to attain these two goals at the same time. A kickoff meeting for the team building at the early days of the project was especially important again. Relations between the customer satisfaction improvement in the information system development project and the cost reduction are explained by this thesis. Then, a method with the communication management which kickoff meeting is made use of for effectively is stated toward two goals.

    Homepage Builder is a very popular HTML Authoring tool in Japan. Homepage Builder project has been expanded its market to globally outside of Japan after the initial success in Japan. In 2001,Homepage Builder is available for 10 language versions including Japanese. This paper describes the chronology of the products towards the world wide market and describes a difference of project management by the difference of a project sponsor. This paper also introduce the project case of version 6 which was translated from Japanese to English and other eight languages. The case include, scope definition, definition of translated language, development funding source and relation of PM and other stakes holders, team, communication to non-development organization and technical lessons of translation projects.

    Getting to say that the intangible brand power and the motivation of the staff were important in the field of the corporation evaluation which is done by the investor. As for the information service industry, too, the motivation of the personnel is pointed out as the important point of the project conduct. However, there was not a frame to take a motivation specifically and to improve it too much. We proposed the PS-investigation (it means investigation of Partner Satisfaction) to solve the problem of the motivation about the project, and we also attempted it. In this paper, we divide the Partner Satisfaction (PS) factors into the satisfactory factors and the unsatisfactory factors and the unsatisfactory factors. Then we describe the way of view of "the PS diagnosis" to join PS factors to the motivation improvement plan. Also, it reports on the case of the PS diagnosis, too.

    It is usual that to argue about organization from the view of personnel supply, personnel arrangement plan or educational training. On the other hand it is very rare to argue about organization form the view of the man, the major element of organization. In the organization, each person is influenced from other people and the influence would make the characteristic of the organization. Characteristic of the organizations, such as one nature, pliability or quick nature is determined by the sense of values of people, an attitude and the reaction. Usually the life of project organization is shorter than that of line organization, also usually project organization is constructed as matrix organization, then various people are gathered. A sense of togetherness as an organization is an important and pressing need subject for project organization. This paper is discussed about the factors those affect the sense-of-belonging and give methodology to control these factors.

    We've been struggling for project type organization's performance improvement using software process improvement. This paper proposes the EP-CMM/PS method to evaluate project performance from the views of process and human resource. In order to evaluate it from the process view, we developed EP-CMM which divides an entire process into enterprise processes and project processes and separately evaluate them. Also, as to the human resource view, we measure it focusing on project partners' motivation, i.e. PS : Partner Satisfaction. This paper also shows a result of EP-CMM/PS experimental application to an organization and verifies feasibility of this method.

    There were many reports on the quality of project. Most of them were about methodology, process and standardization. And many discussions were done about testing to control quality. But, if we want to control the quality in analysis and design phase, they are not sufficient. This article will report my quality related activities in the analysis and design phase of my software development project. Through my many unsuccessful and few successful experiences, I will explain the characteristic of any quality control activities and discuss considerations of planning and carrying them. Further, I will consider the quality of analysis and design phase that could not be covered by method and process. And I will try to investigate the essence of the quality.

    In recent years, Web related system development projects show the trends of smaller and faster. Because, for the Enterprises who are challenging to survival, the smaller and faster the projects are, the more they have the chance to win. Also, my previous studies indicated that the plural departments carry one small project. Furthermore, some cases show that requirements have defined by the technical leaders who are influential to project members and project owners. This paper indicates the report of experimental studies to discover hidden customers' requirements and technical stakeholders using text mining methods of "Chance Discovery". I have analyzed the internal discussion type database which contains text data written in Japanese using a text mining method "IDM : Influene Diffusion Model". The result shows the possibility of applying this method to discover customers' hidden requirements and technical stakeholders who are influential.

    The number of e-Business system users, both cumulative and potential, is incalculable. In particular, the number of transactions that is likely to concentrate on the B2C system is virtually impossible to estimate. Load testing examines such concentration of transactions in the form of "loads". While the enormous numbers of transactions are actually loaded using software, many test cases do not proceed smoothly as planned. Reasons vary from the difference in how one views load testing, the method of setting the appropriate timing for the testing, to limitations in testing tools. This article proposes ten conditions for the success of load testing by suggesting solutions for ten anti patterns.

    The Body of Knowledge in Project Management consists of results derived from other fields of research. Since quality management and risk management are developed independently, the aspects which they have in common seem to have no clear relationship. In this research, keeping in mind the processes in the development of quality management and risk management, we consider the possibility of combining or blending together quality and risk management in the actual work of managing these two areas in real project situations. The results show risk management to be a chain process that reviews the plans for quality, time, cost and other arias of management. Thus, we confirm the possibility that risk management is not unrelated, but, in fact, blend in with quality management.

    This project is the case of Business Application System Development Project which is for the first time in our country, supports new market access business, enabled by the bill passing the Diet. This project was enforced to reexamine it's scope thrice by the suspension of the bill, and was required to change a great deal of it's application requirements.     The recent changes in business environment -- like it is most often quoted "Dog Year" -- is increasing its speed remarkably. And application development is also one being pressured in many ways for "faster" development. In order to fulfill the business' need, IBM provides RAC (Rapid Application Center), solution to speed up application development, as part of the application development and maintenance service. The application development by RAC, mainly uses the technology and method of RAD (Rapid Application Development), but it's core method is one referred to as "Time-boxing." Also to note is that in RAC. Scope Management, especially Requirement Scope Management, is emphasized as major Project Management areas for the success of "Time-boxing." In this report, I would like to discuss Requirement Scope Management in RAC using actual cases of RAC.

    In recent years, there is s great demand for multimedia softwares which comprise of sounds and images. Most conventional software development methods have been proposed for development of business softwares. It is, however, often required to account for the characteristics of multimedia software, such as real-time processing, synchronization between sound and image.     Conventional methods for project scheduling and human resources allocation have not been taking the mental and physical condition of workers into consideration.     Recently, various enterprises such as a large company or small venture business have got into the Internet business market in a hurry. However, there are few enterprises that have performed strategic Internet business projects to establish competitive advantage based on clear principle. Present Internet business does not harmonize well with existing business, and prevents the business development. This paper introduces SIS (Strategic Information System)'s concept into present Internet business, and shows strategic framework for achieving product differentiation in the Internet product sales. Moreover, for deeper understanding, this study sets up a virtual enterprise case to illustrate an example of effective project selection with strategic meanings based on the framework and AHP methodology.

    NEDO is a semi-governmental organization under the Ministry of Economy, Trade and Industry (METI). NEDO's core missions are management of R&D projects related to new energy development, energy conservation and industrial technologies. NEDO manages the projects according to an original guidline because of the speciality that the projects are high risk R&D. In this report, management procedures of NEDO are compared to the requirements of the standards, i.e., ISO10006 and Pmbok, in consideration of the restriction in the project management of NEDO. The improvement of the project management of NEDO is discussed.

    We had worked on the existing machine upgrade project. In various severe restrictions conditions, without schedule being delayed, by smooth project progress, this project attained the improvement in a performance as we expected. In this paper, we report the success factor that is considered both in terms of "the extract from the project management WBS" and "the particular subject and measure on this project." In terms of "the project management WBS", we selected and considered four activities, "scope management", "risk management", "time management" and "communication management". Respectively, an investigating of a main work item and clarification of a role assignment, the plan for risk quantification, master schedule crafting with high accuracy in the planning stage and clarification of a solution person in charge and a term were important factors. In terms of the particular subject and measure on this project, there were three success factors, conversion tool for "doing application repair work correctly", the planned change rehearsal for "shortening the business suspension time during a change" and planned data arrangement towards the next machine upgrade for leaving a reusable working artifacts. Seven points are the success factors of this project, and it turns out that it was altogether concerned with the planning stage. Therefore, for a success of a project, this report concludes that thorough investigation of issues which foresees all processes and the work definition for dealing with the issues are important at a project planning stage.

    In this paper, a new business model has been proposed to lunch the wind power business by a large number of people. The Green Premium Card (GPC) is introduced to collect the fund in the model and to create the green community. The benefit by the GPC is offered from the credit card company, cooperated companies, and the community. The community contributes to create the more developed environmental society based on the movement of the age in the Kyoto Protocol, new carbon tax, and local eco-money.

    Business analysis from various viewpoints is one of the most important concerns for successful business processes reengineering. Moreover, analyzing a whole industry sector is also important recently. Therefore, We have been modeling business analysis process for developing a methodology of business analysis having various viewpoints, and for implementing support tools. Firstly, we have analyzed the business of some real companies, and have made clear the concept of business analysis. Based on the result, we have systematized the data collection process and analysis process in the business analysis. In it, we defined the business analysis product by two models. One expresses collected data unitary. Another expresses the information that is needed for every analytic viewpoint. Thereby, the business analysis having various viewpoints seems to become efficient. Systematization of whole business analysis process should be studied in the future.

    An information system is usually developed by a group of the engineers whose engineering skill levels are known to the project leader and those unknown. This contains a lot of uncertain factors in the productive power of the project team. In the present severe situations, the project team is expected to attain various kinds of management goals such as reduction of resources consumed by development of information system (cost, man-power, developing environments, etc.), high quality of the system, and shortening of development period etc. The project is expected to attain all those goals when the system is completed. This paper tries to clarify the project management works of grasping and controlling project works for attaining the goals given to the project, and proposes a model for the behavior.

    Effective management of a quality system has been demanded increasingly for establishing, implementing and maintaining system to satisfy stakeholders and customer need. The model of industrial project needs to be designed for the proper effectiveness and function. In another word, quality objective such that project and product must be managed and produced respectively in a balanced manner (cost and delivery). In this paper, we describe case study of how such a balanced process is constructed to achieve a quality management system based on ISO9001 : 2000 and project management process shown as PMBOK.

    Recently we recognize the problem of "Mental Health for IT Engineers". Human resources are critical for the success of Project Management, and the key is to bring skilled persons' ability into full play. So we, Project managers, should have knowledge of Mental Health for IT engineers, and should study how to cope with keeping it well. But I don't think we have enough care considering a specific feature for IT Industry. In this essay, I'm explaining a present situation of Mental Health, reason and Mental Care as a countermeasure. And also I propose that Project managers should realize the need of Mental Care as one of the project management areas, should have knowledge of this area, and should prevent from losing valuable IT engineers.
