Abstract
In this paper, I propose the project management concerning difference between uncertainty and risk in software development project. First I explain the problem where the risk management of software development is mixed about uncertainty and risk. Uncertainty stands in the recognition that management is a phenomenon including an impossible part by the main subject. Project management of software development reduces uncertainty on it, and I propose that it's necessary to reduce uncertainty and to manage as risk. There is a feature to change management from uncertainty to possible risk by risk management's in the main subject conducting risk assessment in the inside of development successively.
