In order for a project to succeed, it is necessary to develop controllable metrics that lead to project's goal, and control these metrics through the project life cycle. In this paper, we report the method to develop these project metrics and the relationship between these metrics and the actual project progress, in Phase-Gate project management process, which manage a project by dividing this into phases.
