Abstract
The Study Group on Applying QFD to Project Planning has discussed important requirements defined in the initial stages of the project. It is important that we grasp stakeholders and requirements. Under the knowledge that result of the requirements analysis has influence on the quality of the project, in order to prevent omission leak of stakeholder's requirements, this research proposed a method of evaluating the RFP's quality by classifying the description into a basic pattern and arranging it. In addition, we proposed the method of using ontology. Finally, the possibility of the method of evaluating the RFP is confirmed by using an actual example of ordering an electronic library for a university.
