Abstract
By this report, we consider the present conditions of the project management about motivation from the viewpoint of project human resources management and project risk management. For a motivation theory in the modern project management, three theories, Maslow's hierarchy of needs, McGregor's Theory X and theory Y, Herzberg's Motivator-Hygiene theory, are the mainstream. However, by the recent project, we may not apply these traditional motivation theories, because the member's mind or attitude changes. In such a case, the risk may be identified, so the organization or the project needs to manage the risk. It is necessary for the project manager to regard motivation as a risk and to plan risk responses the beginning of the all project, not only the project consisting of various members such as offshore development.
