Abstract
This paper presents a new model for approximate estimating effort in an initiation phase of IT infrastructure building projects to meet requirements for prompt, easy, objective, and customizable estimation. This model has novelty as the customizable model whereas the traditional parametric models are not. This model has valuable for its flexibility and capability to respond to change. This paper presents how to adjust the parameters and coefficients so as to be reformed in the evolving IT industry to get the latest status or how to customize according to the projects. The method includes the following: (1) Analyze project data to create standardized WBSs (2) Identify a parameter of project size and factors of difficulty (3) Determine difficulty coefficients of the factors based on WBS and transform the difficulty factors to the size by using the difficulty coefficients (4) Determine an effort coefficient to transform the size to effort. Present the customizing method of this effort coefficient (5) Transform the project size and the size of difficulty with the effort coefficient to the total effort. This model was applied to the parameter of the actual projects so as to validate calculated estimation. The uncertainties between the calculated and the actual value are 10% or less, demonstrating the effectiveness of this method.
