Abstract
In the 5^<th> Credit-Association Joint System Development Project, we have been making efforts for system development while training an echelon of PM leaders using PMBOK, since 2006. The echelon of PM leaders raised their awareness and level of project management, which resulted in the success of the development project. However, due to a difference in the awareness and level among development members and a problem with non-standardized management method (system), some issues remain unsolved: the results are different depending on groups; and a larger workload is imposed on some development members. For continued development in the future, based on the previously-prepared development process at that time, we made efforts for reestablishment of the project management system using CMMI. As a result, development members' awareness about project management has been increasing from bottom up, and at the same time, the development process has come to be "systematized" and "visualized". Now, project management is well established in the echelon of PM leaders throughout the organization, which substantially improves the project management ability of the organization. With the use of CMMI, the project management ability acquired by individuals using PMBOK enhances the level of the organization, in which all members can exercise their ability.
