Abstract
In recent years, in software development, the demand about shortening of a development cycle, reduction of cost, and quality guarantee is becoming stronger than former. Therefore, the difficulty of the project is also high and a project success rate is about 30 percent. Here, it is mentioned that the staff suitable as a factor in which a project fails was not supplied. Generally, it is important to apply competency, in order to guarantee a suitable staff. Although it seems that it is suitable for project staff assignment to manage an entire team by competency, still, the example is not enough. In this research, the improvement method of the human resource management which makes combination of the optimal competency available easily is proposed by typifying the competency of 21.
