Abstract
This paper presents a construction project as an artificial system which has an objective to be realized. Two organizational models, the traditional rational model and the garbage can model, are used to characterize the decision making process in the system. The garbage can model that is considered to represent an irrational organization behavior is formally presented. It is concluded that the decision making process in a construction project in principle follows the rational model whereas it is locally well explained by the garbage can model. It is discussed how this incompatible combination can exist in a practical situation. As a result, decision making model of the construction project organization which accorded with the reality that composed the rational organization model and the garbage can model is proposed.
