"Community network activities" means a sort of problem solution by linking various sector, forming flexible network between them, exchanging information and utilizing various resources. Confronted with various difficult problem, such as the unprecedented disaster, communitynetwork activities shows new developments. They have become playing the important role to maintain and to recover local communities. But it is still almost impossible to cooperate with such sectors even in a state of emergency, because they insist on long-established systems.
