In this paper, we present an approach of developement of a digital archive system for social education by project-based learning under cooperation of regional communities. A digital archive for fishes which live in Hokkaido prefecture was built by using the system. We assume to use this digital archive in a elementary school of the regional community. The details and the subject of the approach are shown.
