After the Great East Japan Earthquake, disaster recovery assistance activities have been carried out extensively than ever. But we lacked efficient and effective techniques and equipment to leverage the aid for the disaster victims. Then lots of supplies for the victims resulted havoc in the disaster-affected municipalities . Now, the administration and local governments have a policy not to accept any donated goods from the private sector at least officially. But I think that is wrong.
In this paper, I discuss better logistics for disaster recovery assistance activities by stage of recovery. Then, I present how to use the stockpiled supplies in local governments and donated goods from the private sector efficiently and effectively, as well as present an overview of the information system to support the process from the view-point of community network.
