This research focuses on the start of open data policy in Japanese municipalities and the assumption of the basis of policy at policy start. Because of its definition, open data is supposed to be used in some form after publication. Therefore, when municipalities undertake open data, whether the assumption of users was taken as the basis for policy start. This research question is clarified through an interview survey conducted on several municipalities.
