Abstract
In the contemporary society, the post welfare state and the risk society advance at the same time. Risk management by public help and risk management by self help have each reached their critical limits. Because of the functional failure of risk management, various problems are arising. First, it is a problem that the risk is unequally distributed.Secondly, it is a problem that people are more and more concerned about internal intentions. Thirdly, it is a problem that anxiety about the risk increases.
“Unity based on anxiety” has been generated in the risk society. Unity based on anxiety has power to correct the inequality of the risk because of its reciprocity. Moreover, it offers an opportunity for people to manifest concern for different others. And, if the “generalized other” expands and “social capital” is brewed by communications of “bridging type”, unity based on anxiety could have the power to overcome anxiety. In the context of weakening of public help and with the prospect of an increasing dependency on self-help, a mutual supplementation of risk management by public help, self help and mutual help is required.
