Aomori city with a belt of built-up area along coast line has lost 304 hectares of arable land in 1958-1962. The areas with much diversion are in western, southern and eastern parts of the city surrounding the built-up areas within 8km radius from the urban center. It is especially remarkable in the western part (Fig. 1 and Fig. 3). The development is along the main roads of the National Highways no. 4 and 7.
The rate of diversion is higher concerning the unirrigated fields than paddy fields. This is a matter of the evaluation of arable land on the side of farmers.
Urban factors to hasten the diversion are related to the rapid increase of urban population. The main items to which the land is converted ate house-lots and schools, local governments (Fig. 1), factories (Fig. 4), offices, and living houses.
On the other hand, in the rural villages near built-up areas, agriculture is suspended and a trend appears towards increased part-time jobs. About a half of the income from the sale of farmland is spent on productive purposes.
In areas diverted from paddy fields, there are often floods by long rains and the snow in early spring (Fig. 1). In addition, the rapidly urbanized areas are not well arranged to fit in the urban planning, leaving many problems unsolved.
The diversion from arable to urban landuse will increase in the future by inducements of factory and concentration of population. However, it must be regulated from standpoint of urban development and for the increased agricultural production.
