Risk communication is an interactive process of informations and reactions betweem senders and recievers. This study aims to rearrange importance and essence of safety, and clarifies increasing need of risk communication between companies and users concerning safety measures on the platform, delay problems, safety measures in the local railways and so on in railway today. And it proposes consciousness reform concerning users, improvement of the communication system are necessary as measures promoting risk communication..
