Abstract

The deregulation in the field of public transport is to be carried out in a couple of year.

It not only promotes transport operators to compete free in the market, but also compels municipal governments to shoulder an important task. The municipal government will have to draw up a public transport plan by its own effort, and have to provide transport services using various methods, for example, operation contract with private bus companies.

In this paper, the important role of municipality to ensure mobility for all citizens is pointed out. Then, some ideas of developing municipal public transport policies are discussed.
