While revealed preferences (RP) use actual data of travel behavior, stated preferences (SP) use the survey data of respondents. This study compares statistical efficiencies between RP and SP data and analyzes efficient estimation methods using Monte Carlo experiments. The results show that there is no significant difference in estimated parameters and willingness-to-pays between RP and SP data. However, the correlation between attributes of RP data tend to be high, and statistical efficiencies of RP tend to be lower than of SP. When SP data is designed to make a trade-off between travel routes, statistical efficiencies of SP can be higher than of RP.

This paper aims to survey transfer of rail users at urban railway stations in Tokyo and to develop a socio-economic evaluation model for a project of improving the transfer. The model outputs a user benefit and a supplier benefit of the project and it consists of three sub-models; station transfer sub-model, rail route choice sub-model and benefit sub-model. The authors applied the model to two stations in Tokyo and evaluated the projects from a socio-economic point of view.

This paper aims to report a Local Transport Plan (LTP) introduced into England and Wales of the United Kingdom. The LTP is put in place of the Transport Policies and Programmes according to the new transport white paper published by the Department of the Environment, Transport and the Regions in July, 1998. This intends an integrated transport in local areas mainly by shifting from a car use to public transport, waking and cycling. This paper shows an outline of a guideline on the LTP and a Cambridgeshire County's case as an example of provisional LTP, submitted to the central government.

In the course of an administrative reform of Government and the reform of railway management in Europe, local government have been empowered or enlarged the competence on urban transport in several countries. And the object of subsidy has been changed from undertakings of public transport to the transportation service itself. The local authorities have been able to set their own transportation service and tariff. They are also able to make a bid for the transportation service. This article will introduce its actual condition.

The deregulation in the field of public transport is to be carried out in a couple of year.

It not only promotes transport operators to compete free in the market, but also compels municipal governments to shoulder an important task. The municipal government will have to draw up a public transport plan by its own effort, and have to provide transport services using various methods, for example, operation contract with private bus companies.

In this paper, the important role of municipality to ensure mobility for all citizens is pointed out. Then, some ideas of developing municipal public transport policies are discussed.
