    This paper aims to report a Local Transport Plan (LTP) introduced into England and Wales of the United Kingdom. The LTP is put in place of the Transport Policies and Programmes according to the new transport white paper published by the Department of the Environment, Transport and the Regions in July, 1998. This intends an integrated transport in local areas mainly by shifting from a car use to public transport, waking and cycling. This paper shows an outline of a guideline on the LTP and a Cambridgeshire County's case as an example of provisional LTP, submitted to the central government.

    In the course of an administrative reform of Government and the reform of railway management in Europe, local government have been empowered or enlarged the competence on urban transport in several countries. And the object of subsidy has been changed from undertakings of public transport to the transportation service itself. The local authorities have been able to set their own transportation service and tariff. They are also able to make a bid for the transportation service. This article will introduce its actual condition.
