Abstract

Airport management systems have been reformed in many countries, such as privatisation. These are reflecting the policy change from quantity supply to operational efficiency. In Japan, while mega-international airports are operated by an authority or a company, major domestic airports are operated by the national government and local airports by local governments.

In this study, merits/demerits of privatisation in the case of national airports are analysed. Then, current profitability and present value of 50-year leasing concession of each airport is calculated, in order to analyse the problem of unprofitable airports. And, based on this calculation, merits/demerits of sale/lease methods of national airports are analysed.
