The Intersection of “Disaster” and “Poverty” Issues

Abstract

　After the Great East Japan Earthquake, disaster issues have attracted peopleʼs attention while they have lost interest in poverty issues. However, the disaster victims have not only problems that temporarily occur by the disaster but also those that caused by poverty. Regardless of that situation, the public assistance system is not adequately working in the disaster area. We should create universal social security system to resolve the disaster issue.
