This paper explores inequalities in the reconstruction process and the sense of recovery of residents after the Great East Japan Earthquake. To this end, we conducted a panel survey in Ofunato, Japan, in 2011 and 2013.
Our results are as follows: 1) The correlation between the damage to housing due to the tsunami and occupation or income is very weak; 2) it was difficult for people with a small household income to continue working; 3) people with a large household income completed the reconstruction process in a short time; 4) household income has significant effects on anxiety and the sense of recovery; and 5) these effects have become stronger. Therefore, we conclude that inequality before earthquake leads to inequality in the reconstruction process, and in the sense of recovery of residents.
