The base layer picture quality for hierarchical transmission against rain attenuation in digital satellite broadcasting is studied. In this picture coding method spatial and temporal sampling are combined with MPEG2 coding. The relationship between bit rate quantity and subjective picture quality in high definition TV or standard TV is clarified using CPD(cycle/deg). Subjective picture quality of spatially subsampled picture is improved by displaying it as a small picture when the picture size is not too small.
