Restraint effects on housing supply for urban families by the Land and House Lease Law is one of recent topics in current housing problems. Fukui (1994) insisted that the law has strong restraint effects on housing supply especially for urban nuclear families and presented several findings which would support his deducion.
Excessive smallness of rental house compared to owned house, shortage of detatched rental house, lower rent of house in which renters live long are the main facts which Fukui presented in the paper. This study examined these facts if they could support his deduction and concluded that these could not prove restraint effects. Promoting effects on housing supply, such as high possibility to aquire capital gains in owned house market and to avoid high inheritance tax, are more strong than restraint effects by the Law, which leads the market rent lower than the rent based on costs.
