    Muroran is the environment industry city, where are steel factory companies, steel plants, petrochemical facilities, shipbuilding companies and machinery plants. There are many practices of hydrogen energy society in Muroran, for example, hydrogen purification, solid metal hydride and fuel cell development. It remains potential that promotes cooperation among government, industry, academia and citizens. In recent years in particular, citizen’s conscious minds of hydrogen society are rising because several fuel cell and hydrogen motor company had demonstrations in the summit in Lake Toya, 2008. It also increases coordination with Muroran Institute of Technology and Tokyo City University. This report shows the future vision by which the environment industry city, Muroran becomes sustained.

    In rural areas, fuel cell and fuel cell vehicle are still not familiar to the citizen. When holding Hydrogen and fuel cell educations in such areas, it is important to avoid their misunderstanding about these technologies. Therefore, it is necessary that they understand objectives of hydrogen society, basic mechanism of fuel cells and characteristics of hydrogen before experiencing fuel cell vehicle rides.

    Fukuoka Strategy Conference for Hydrogen Energy established the Fukuoka Personal Training Center of Hydrogen Energy to support the development of human resources that are essential to promote a hydrogen economy. The Center offers three programs: Business Managers Program, targeting business executives; Engineers Program, targeting corporate engineers; and Expert Technologists Program, targeting young researchers. The Center has become an important supply source for professional talent in Japan’s hydrogen sector.

    A series of experiments on the control and the prevention of the propagation of hydrogen combustion by water spray were carried out to decrease the damage caused by the combustion of hydrogen. The hydrogen-air mixture mainly 16% or 8% hydrogen concentration was supplied in an acrylic resin duct (150mmx150mmx750mm) and ignited. The average particle size of the sprayed water was 16μm and sprayed with a flow rate of 0,21/min. Inert gas was added in the duct to control the combustion if necessary. The pressure and temperature during the combustion in the duct were measured. The magnitude of the pressure change during the combustion decreased by using water spray. The propagation of combustion was prevented by using high density water spray and helium.
