As economy spiraled down in the late 90s in Japan, public art craze that have installed a great number of sculptures in the public places has quickly disappeared. Some of the reasons why public craze have gone are, however, based on the lack of the consideration of the public interest besides the economic reason. In the United States or in Europe, new kind of public art emerged in late 1980s. These artworks did not follow the form of existing so-called public art that are mostly sculptures installed in the public places. This paper analyses these public artworks, which are often called as "New Genre Public Art," to rectify the problems of public art in Japan today.

This paper describes how to use bubbles and sound as new media for the new artistic expression by introductions of interactive art works titled <<Water Canvas with Ears>> and <<Liquid Sculpture>>. These works were made by the collaborating project of University of Tokyo and Tokyo National University of Fine Arts and Music for the term of 2001 to 2002. Both of the works use the motion of bubbles, a natural phenomenon, effectively to show the visual information and use sound for the elements of expression at the same time. We use the computer to control the works by which we could create the interactive environment between the audience and the works. <<Water Canvas with Ears>> creates a two-dimensional visual patterns formed by bubbles in the flat type water tank. The audience controls it by using the keyboard device connected or sound input. <<Liquid Sculpture>> creates a three-dimensional visual shapes formed by bubbles in the cylinder water tank. It also creates spatial sound design corresponding with the motion of bubbles by the several audio speakers. The gesture of the audience detected by sensors is used for the interaction. The audience experiences audio-visual effects in this original and complex environment constructed by bubbles and sound.
