     In construction industry, construction workers face problems on aging and succession of skills. In this study, the simulation for corporate strategies to utilize direct-hired construction workers is carried out. The effects and risk in terms of succession of skills, productivity and profit/loss are quantitatively evaluated in simulating each strategy of construction corporation. It is found that direct employment strategy leads to loss due to surplus workers in less amount of awarded contract, but avoids labor shortage and skill drop. It is also clarified that a formation of Union of workers can release the risk of a corporation which lifetime employs construction workers and can expect the promotion of skill succession.

     The Port and Airport Dept., Shikoku Regional Development Bureau conducted an improvement project through 2008 to 2017, and the shore protection facilities in Port of Muya counter against the tsunami caused by the Nankai Trough earthquake, cooperated with local government and private business operators.
     In this project, among various restrictive conditions, it was not only to select a suitable ground improvement method but also to promote the modification of ground improvement equipment suitable for the site, to proactive application of developing new improve method as densified by injecting fluid sand, to secure the work space, arranged construction work schedule in line with the renewal of facilities at private business operators.
     In this paper, the correspondingvarious cases are described.
