In industry to date, most quantitative measures in MIS development refer to vast-related and time-related attributes. However, flexibility is a major competitive factor for the industry. Because, despite that almost all superior enterprises in the world are anxious to reach an agile management in order to attain a competitive edge in business, lowness of MIS flexibility has been constraining them to achieve their objectives. Thus, although cost-related and time-related attributes remain extremely important for any MIS decision, emphasis must he placed on finding quantitative definitions for flexibility. The aim of this paper is to present meanings and importance of MIS flexibility in business and the policy for its qualitative evaluation. To achieve this aim, we will define MIS flexibility after considering the relationship between business and MIS. Then, we will end by illustrating our policy and procedure for evaluation of MIS flexibility.
