    本稿では,技術論として語られがちなフィルタリングを,社会制度の一環として捉えている。フィルタリングソフト導入の理念は青少年の健全育成のためであり,十分に合理性を持つ。しかし,無限定なフィルタリングシステムの導入は,社会に新たなる検閲制度を持ち込むことに他ならない。考察の方向性としては,インターネットを民主主義実現のためのインフラと認識した上で,フィルタリングが民主主義システムの根幹を支える"表現の自由"という価値概念を破壊しかねないという観点から批判的な考察をくわえたい。そして最終的には,今後のフィルタリングシステムをどのように運営していくべきかという視点から提言を行う。

    The consumer culture surrounding children is changing dramatically. When transactions are conducted directly by children without parental involvement, problems often arise. This study aimed to achieve the following: 1) Clarify the reality of children's involvement with the surrounding consumer culture, focusing on elementary, junior high, and high school students. 2) Clarify how their involvement with consumer culture influences their sense, of monetary value. A survey was conducted among elementary, junior high, and high school students to analyze the situations they encounter. The results revealed that rulemaking by parents is not enough. Children's sense of the value of money diminishes as they gain more experience in games, and their sense of ethics likewise deteriorates.

    To improve the safety and security of children in the ubiquitous society, effective measures should be taken against various "risks" prevalent in such situations. In this context, the "Act on Secure and Safe Internet Use Environment for Young Users," which took effect in April 2009, plays an important role in providing a secure environment to young Internet users-especially, mobile Internet users. It compels the national and local governments, mobile careers, and parents to provide children with secure Internet environments-for example, by introducing filtering. This study surveys parents' thoughts on introducing filtering; further, it analyzes the cause of introducing filtering in the context of demographics, Internet usages, and online activities. Through this process, this study considers a dead angle to use the filtering system for child protection. This study also points out that currently there are many online risks, which include not only illegal information such as pornographic and violent materials but also cyber bullying and online sexual predators. Filtering is far from perfect in terms of avoiding such dangers. Therefore, this study concludes that parents have to lay down rules for Internet usage as well as teach their children online etiquettes.
