This paper reports on some of the results of the project, “Development of a Model Organization and Curriculum as a Basis for ESD Practice,” commissioned by the MinistryofEducation,Culture,Sports,ScienceandTechnology（MEXT）.Ourgoalis to create a framework that will allow teachers to work on actual educational/school reforms as their own issues while enhancing their own expertise. The activities for FY2020 were as follows:（1）having study sessions inviting resource persons,（2） discussing the effects and challenges of the logic model in educational policy and school education with boards of education,（3）having a meeting between the Kawanehoncho Town Board of Education（KTBE）, Nanto City Board of Education（NCBE）, and our research group, named “A framework study group that links public schools to holistic reform through the intrinsic teacher practice of ESD（ESD HoRIP）, to share the current situation, challenges, and future prospects,（4）organizing some workshops for creating the logic model with the KTBE and the NCBE, and（5）having a symposium to share the result and challenges. From this perspective, in FY2021, we are planning to conduct observation and interview research based on the ETA model in the Nanto City. In addition, for the KTBE and schools, we plan to support the creation of a logic model that reflects teachers` opinions and hold workshops and training sessions to encourage teachers` systems thinking. 　Keywords: logic model, ESD, Ecological teacher agency, intrinsic teacher practice, holistic reform of public school

Large-scale food poisoning caused by methylmercury was identified in Minamata, Japan, in the 1950s (Minamata Disease). Although the diagnostic criteria for the disease was controversial and difficult during that time, we, the Kumamoto University Study Group, carried out a large-scale study to assess the clinical features in 1972–1973. The author tried to reassess the results of that study to appraise the diagnostic criteria established in 1977 on the basis of those results. A substantial number of residents in the exposed area exhibited neurologic signs, especially paresthesia of only the extremities, namely, the male residents of Minamata City showed a positive predictive value of 0.73 and a negative predictive value of 0.23. The relative risks of paresthesia only were 2.6 (2.0–3.3) and 1.2 (0.9–1.5), in Minamata and Goshonoura related to Ariake (control), respectively. At least until 1977, the diagnostic criteria remained valid, although it was inadequate. Nevertheless, presently, a follow-up study of the certified patients may lead to the development of efficient new diagnostic criteria.
