We have aimed to clarify the effect and the problem of mix enforcement of the land readjustment project and the urban redevelopment project as a technique of an urban update in local city. On the simultaneous enforcement, it is difficult to obtain right holder's consent because of ambiguity registration of right Conversion and mismatch with the principle of correspondence. On United Enforcement, the intensive replotting is stipulated in a law clearly on an exemption. However, out-migrant and the development method have not defined well. The municipality enforces the project by an original technique because of complex of legal system.
