The aim of this research was to identify how the urban agriculture program (Kabuhayan sa Gulayan urban agriculture program) in Metro Manila is implemented, with a focus on the supportive roles of various stakeholders. This program started in order to improve the living condition of the urban poor and reduce urban waste. There are the Department of Agriculture, the Municipal Agricultural Office, the Barangays, and Non-Governmental Organizations as participants. When its attention was paid to a participant's program enforcement situation, this program has the character that the Barangays can support that “selection of farmers” and “use of compost”. The reason was thought that Barangay was administrative organization with a small-scale, it was mentioned that opinion adjustment with residents was able to be performed. It is important that Barangay participates this program.

マニラ首都圏郊外における農地と市街地の混在は, 農地転用のために変化している。本研究は台地域と低地域それぞれにおいて, 農地転用形態を解明することを目的とした。土地利用図は1982年と1997年の空中写真から作成した。転用形態は2時点間での土地利用変化によって解明した。それによると, 農地から市街地への変化は直接的に起き, 特に台地上では農地の荒地化が見られた。市街地と農地の共存を図った土地利用計画を策定するにあたり, 地形毎に異なる景観の変化形態が考慮されるべきといえる。

Using the Solid Waste Management Program of Holy Spirit, a neighborhood of Quezon City and the larger Metro Manila area, as a case study, this research aims to further the development of efficient organic waste recycling systems in developing countries. To accomplish this, two aspects of the present system of Holy Spirit are first evaluated: (1) the reduction of organic waste and recycling of compost and (2) the quantity of organic waste and compost produced. Then, the amount of compost that could potentially be utilized on farmland and vacant land within Holy Spirit was measured to determine the possibility of a local recycling system. Our results indicate that, at present, securing buyers for compost is difficult and, therefore, most compost is distributed to large neighboring farm villages. However, our analysis of potential compost-use within the Holy Spirit area demonstrates that a more local compost recycling system is indeed feasible.
