世界規模で低炭素社会を目指した都市構造、具体には公共交通の駅を中心とした「集約型都市構造」や「コンパクトシティ」が検討されており、我が国においても今一度、鉄道駅周辺地域の土地利用のあり方を検討する必要がある。特に「複数の鉄道路線が結節している鉄道駅の周辺地区」(本研究では、「鉄道結節点」とする) は、単に複数の路線があるというだけではなく鉄道から鉄道への乗換え客を発生させるため、一般的な駅と比較しても大きなポテンシャルを秘めており、こうした地域を都市計画でどのように取り扱うかについては、非常に重要な課題と考えられる。そこで本研究は、東京近郊の鉄道結節点について、まずその分布状況、乗降者数、乗換えの方式を把握する。次にその鉄道結節点に指定されている用途地域と容積率及び駅周辺の夜間人口や従業員数を整理し、その特性を分析する。こうした作業を通じて、「鉄道と街との関係」の反映である鉄道結節点の乗降客数が土地利用規制とどのような関係にあるかを明らかにし、東京近郊で周辺地域の拠点となる可能性がある鉄道結節点を抽出する基礎資料とすることを目的とする。

This paper examines and analyzes the strip zoning system area of designated use zoning system adopted by the Suginami Ward of Tokyo by comparing the current form of land utilization with the use zoning system. The paper also clarifies the current status of land utilization in respect to architectural applications, number of stories, and percentage of fireproof architecture as well as investigating the involvement with the land utilization conditions which restrictions for grouping and siting requirements. Of the roads designated as fire belts for checking the spread of fire in a disaster controlled living zone, the low level of disaster preventive capabilities of auxiliary street notably is of an important issue, and, moreover, the issue can be regarded as a weighty problem in planning a safe and disaster controlled city in the future.

SHIGEYOSHI FUKUDA (1887-1971), AN ARCHITECT FOR THE TOKYO CITY GOVERNMENT PRESENTED "THE NEW TOKYO PLAN" IN A JOURNAL OF ARCHITECTURE AND BUILDING SCIENCE IN 1918. THIS PAPER AIMES TO EXAMINE HIS PLAN AND IT'S INFLUENCE TO THE SUBSEQUENT CITY PLANNIG AND COMES TO THE CONCLUSION AS FOLLOWS： 1) HIS PLAN INCLUDED PLANNING AREA, LAND-USE AND TRAFFIC SYSTEMS, AND SHOWED A SCHEME OF CITY PLANNING. 2) HIS PROPOSAL MEANED NOT ONLY WIDENING A PLANNING AREA, BUT ALSO DETERMINING CITY GROWTH WITHIN COMMUTING AREA. 3)HIS INTORODUCTION OF RADIAL AND CIRCULAR STREET SYSTEM AND DISTRICT CENTER EXPECTED A FUTURE METOROPOLIS STRUCTURE, WHICH WOULD BE OUTLINED A CONCENTRATION OF TRAFFICS AND LAND-USE.

近年、混雑と料金の関係について、多くの経済学的考察がおこなわれ、道路交通に対する混雑料金の賦課という交通調整策が検討されている。本研究では都市高速道路の混雑料金の算定において渋滞シミュレーションの利用を考えた。具体的には、阪神高速道路大阪堺線を対象として、各種の観測データをもとに平均交通費用曲線を推定し、当該路線に対する混雑料金水準を算定した。さらに混雑料金政策を導入した際の影響を社会的余剰と現実的な渋滞量の減少という点から計測した。これらより、都市高速道路に対する混雑料金政策の導入が有効であることがわかった。

This report is a result of investigation and analysis concerning land use pattern of the old category I exclusive residential district. From the result of the multivariate analysis, a correlation with "building coverage and floor area ratio", "station surrounding region", etc., was suggested as an index that is possible to induce a mixing of land use. Also, the state of affairs where different factors are related compositely depending on areas, such as a correlation with strip zoning system, etc., was made clear.
