    特別用途地区は、平成10年の都市計画法改正で、規制内容を自治体が地域の実情に合わせて自由に指定できるようになった。本研究では、平成10年以降に指定された特別用途地区に着目している。まず、全国的な活用実態を把握し、指定目的と規制内容により類型化した。次に、各類型の事例を通して、今後の特別用途地区を活用した土地利用コントロール手法を検討した。その結果、特別用途地区は、法改正以前には想定されていなかった指定形態の特別用途地区があった。これらを踏まえ今後の特別用途地区を用いた土地利用コントロールの可能性を提言した。

    In recent years, a number of subdivisions of building lots have been observed in established urban districts. Such subdivision of standard lots into smaller spatial units could be the cause of serious problems in case of the city disaster following great earthquakes, as well as the environmental deterioration. It is, therefore, very important to investigate the mechanism of subdivisions of building lots. In this paper, we construct stochastic models that describe how building lots will be divided and smaller spatial units will be formed. The unknown parameters of the models are estimated using the GIS data compiled by a local government ward in Tokyo, and the factors related to the subdivision are examined. Some numerical examples demonstrate that the possibility and the probability of lots subdivision is mainly dependent on the condition of the location and the properties of the lots.

    AT PRESENT, LAND READJUSTMENT ARE REQUESTED FROM READJUST OF THE CROWD ACCOMPLISHED TOWN AREA. THIS STUDY PAYS ATTENTION TO CO-OPERATIVE HOUSING OF SMALL SCALE OWNERS IN LAND READJUSTMENT AREA. BECAUSE THE PROJECTS HAVE A POSSI-BILITY THAT IMPROVE SOCIAL ENVIRONMENT IN THE CROWD ACCOMPLISHED TOWN AREA. WE CONDUCTED CASE STUDIES AT NISHI-MIZUE DISTRICT AND MIZUE-EKI-HOKUBU DISTRICT IN EDOGAWA, TOKYO. THE CASE OF NISHI-MIZUE DIS-TRICT SUGGESTS THE NEED OF READJUST BY BUILDING PREPARATION. IN MIZUE-EKI-HOKUBU DISTRICT ," CO-OPERA-TIVE HOUSING PROJECT " REALIZED BY LAND-EXCHANGE. IN CONCLUSION, WE THINK THAT THE PROJECTS CONTRIBUTE TO IMPROVEMENT FOR THE SMALL SCALE RESIDENTIAL LAND.

    It is studied the possibility to apply architectural ordinance at the time of application of special use area, based on the research of actual conditions in the prefectures and central cities which apply use district and other method of land use control. From this research, we found self-governing body has various opinion about this, and quite a few think the possibility of this system is limited. We think it is needed good public relations of possibility of special use area through this study, if we expect self-governing body realize creative city planning by this system.

    It is surveyed on the present role of special use area ordinance, as an art of land use control, considering the change of function through the past system of ordinances and the 1998 City Planning Law. Self-governing body can apply this ordinance flexibly according to their own ideas or device, because it isi allowed to fix contents of special use area by architectural ordinance. We think this low spread the possibility of this system, especially, pay our attention to the similar and district characteristics from district planning system.

     Education on geopark activities is regarded to be a fundamental element for promoting sustainable development in local communities of the region. Implementation of school and social education on the Geopark Concept has progressed since the Global Geopark designation in 2009. In school education, a new education plan called the Unified Education Policy for Children Aged 0 through 18 was set up to promote geopark studies among schools in cooperation with the City Board of Education and the City Government. Having recognized the important role of Geoparks in school education, the City Board of Education has included geopark studies as a program within the compulsory education curriculum of subjects such as science, geography, and integrated studies. By following the education plan, the City Board of Education has continued to provide support to school teachers with the following results: outdoor and indoor training programs have been held by teachers' organizations and Itoigawa Geopark Council, showing educators how geoparks can be used in classroom education. Supplementary textbooks for grades 3 through 9 have been published and distributed, providing invaluable resources for the study of earth science and history, as well as regional culture. Citywide Geopark Studies Conferences have been held to give students opportunities to share what they have learned. An exchange program has been begun for elementary and junior high school students with Itoigawa's sister geopark in Hong Kong. In social education, new educational activities such as the Geopark Certification Exam for citizens, Geopark Guide Training Program, and Geopark Master Program linking businesses to the geopark have been set up by the Geopark Council. These educational systems have become popular among citizens, fostering pride in their hometowns and geoheritages, and related resources of global value. Based on that sense of pride, local residents have begun to promote regional development using geopark resources.
