本研究では, 内湾・沿岸域の海洋現象の高精度な解析・監視・予測を目的として, 大気場と海洋場を同時に計算可能なメソスケール大気海洋結合モデルの構築を行った. 大気の計算にはペンシルベニア州立大学と米国大気研究センターで開発されたメソ気象モデルMM5, 海洋の計算にはプリンストン大学で開発された海洋モデルPOMを用いて, それらをPC-Linux上のシェルレベルで結合した. この結合モデルに地形データ, 広域気象場データ, 国立天文台潮汐モデルNAOによる外洋境界での潮位データ, 河川流量データを与えることで, 夏季成層期における伊勢湾内の海洋場の計算を行ない, 観測値との比較からモデルの計算精度を検証した.

海上保安庁

において，平成29年度に展開されたリスク改善活動の取り組みの概要を紹介する．上半期では，主にリスク改善活動の浸透・継続性を担保するために，行動規範を規定した安全声明文書を整備し，安全に関する組織体制を明文化した．トップマネジメントからの継続的な安全重視のメッセージの発信を行い，安全重視の職場文化形成の基盤整備を行った．下半期では，明示されたポリシーに基づき，多くのリスク改善活動が自主的に展開され，多面的な改善活動が実施された．本取り組みにより，当該年度の年間事故件数は，過去9年間の平均事故件数の1/4以下を達成した．組織安全・安全文化醸成のために重要な役割を果たしたポイントとして，1）トップマネジメント関与の重要性，2）組織化，3）共有する仕組みの整備，4）迅速性と継続性，5）外部有識者との連携・協同，の5つが有機的に作用したことが，リスク改善活動の成功に繋がったと考えられた．

The environmental water temperatures in Ise Bay are characterized by a few degrees higher in the nearshore area than in the offshore area. From the results of the field observation and the numerical experiment, we think that the phenomenon peculiar to Ise Bay can be explained as follows. In the innermost area of Ise Bay, the vertical structure of water temperature is of an overturned stratification, which is caused by the salt maintaining the density stratification against much fresh water supplied even in winter. In consequence, the estuary circulation is developed even in winter. The water of higher temperature and higher salt upwells from the lower layer in the innermost area of the bay and the higher temperature zone is formed. These phenomena are reinforced by the prominent northern or north-westerly wind in winter, and the higher temperature zone spreads in the innermost area of the bay.

On July 28th 1955, while 200 schoolboys and 188 schoolgirls were training in swimming at Nakagawara beach, Tu city, about 76 girls were drowned, and 36 girls of them died.
At that place, it is expected that if the seaconditions were normal, the speed of the tidal current would be only 5.0cm/sec or less. On the other hand, the speed of the current which caused the tragic case was estimated at about 15-30cm/sec or more.
This abnormal current can be explained as the longshore current, having the speed of 23-32 cm/sec, produced by the swell coming from the Typhoon No. 13.

夏季成層期の伊勢湾口に見られる海面温度低下をNOAA衛星データより検出した. 湾口での海面温度低下は, 冬季非成層期には確認されず, また小潮期と比較すると大潮期に顕著に現れることが明らかになった. 大気海洋結合モデルによる数値計算により, 観測結果と同様な海面温度低下を再現することができ, 湾口付近において鉛直流及び鉛直拡散係数が大きくなることを示した. この湾口での海面温度低下は, 成層化した内湾水及び外洋水が湾口付近の速い潮流と狭く複雑海底地形によって鉛直混合し, 相対的な低温水塊が表層に現れた結果であると結論付けた. また湾口で混合された水塊はの東側から湾内に進入する傾向があることも示された.
