Non-destructive assay (NDA) of 239Pu in spent nuclear fuel using traditional nuclear resonance fluorescence (NRF) suffers from several limitations. These include needing to overcome to large background of γ-rays from the radioactive nature of the spent fuel, and the need for a large array of High-Purity Germanium detectors. The average NRF method in a transmission measurement with a quasi-monoenergetic γ-ray beam overcomes these difficulties, while improving assay sensitivity. This talk will present the average NRF method with supporting calculations.
