The purpose of this study is to clarify the process of district planning in municipal development planning from a viewpoint of community participation. We analyzed by multivariate statistical method to 61 rural municipalities that have district planning. The conclusions: (1) The district planning in rural municipality is characterized by a degree of community participation and a scaleof planning area. (2) Four types of district planning are abstracted. Type I is district planning under the control of local governmentfor some specific areas. Type II is district planning under the control of local government for comprehensive areas Type III is district planning under the control of residents for some specific areas. Type IV is district planning the control of residents for comprehensive areas. (3) The types are related under the situations of 3 patterns.
