This paper aims to clarify commercial activities by the inhabitants and their chronological developments in the case of retail markets in Pre-war Kyoto city. Here government-led public retail markets and privately-owned retail markets are targeted, and following two points are found: firstly, privately-owned retail markets were opened more in suburban area. Administration forgave increasing them and used them for spreading retail markets. Secondly, privately-owned retail markets were induced urban development founded as fundamental facilities in the newly-developed areas. Namely, administration thinking and inhabitants commercial activities caused the urbanization in the city , especially in its newly-born suburban area.
