Abstract

This paper evaluates the disaster mitigation effects of urban improvement projects in densely built-up wooden residential areas and provides a basis for strategic planning. Specifically, we select two districts in Tokyo, Arakawa district and Yayoi-cho district, as the analyzed districts. Then, we decompose the urban improvements implemented during 2006 – 2016 and prepare eight simulation scenarios for each district. Finally, we conduct a simulation analysis using a wide-area evacuation simulator and examine the mitigation effects of each urban improvemnt project.
