In order to evaluate the influence of the deteriorating behavior of members governed by local buckling, inelastic response analyses of multi-story frames were made. The hysteresis characteristics of members used in the analysis were set to be as realistic as possible on the basis of experimental data of steel members. The main conclusions are the followings. 1) In column-yielded type frames, damage is concentrated on the deteriorating parts. 2) The absorbed energy in the deteriorating range takes a considerable part of the energy absorbing capacity of frames.
