We can find some regional differences in the seasonal patterns of the construction labor calculated from the data of the monthly labor survey. The monthly total man days of the construction laborers decreases in winter in the northern prefectures like Hokkaido or Akita, but it decreases in summer in the southern prefecture like Tokushima. In any prefectures, the monthly total man days of the non.production workers (manager, engineer and clerical workers) does not fluctuate as much as the production workers. We can find some interesting facts by comparing the seasonal patterns of the hours worked by the production workers in construction industries, with those of the sales of portland cement as shown in Fig. 3-1〜3-11. There is a significant similarity between the two patterns especially in the northern or southern prefectures like Hokkaido or Tokushima of which the magnitudes of the seasonal patterns are comparatively big. There are some differences of patterns which are common to some prefectures. For example, the patterns of labor in Iwate, Akita, Chiba and many other prefectures have a peak in July, but the patterns of cement have no apparent peaks. We cannot find two sharp peaks in December and March of the labor patterns as those of cement sales. In most prefectures the levels of cement exceeds the level of labor about two or three months before the cold season. In warmer prefectures, such months are a little close to winter, compared with the colder prefectures.
