After Hyogo-ken Nambu (Kobe) Earthquake, disaster medicine and preparedness of hospital are focused among relatives such as administrators or physicians. But most of discussion and research achievements tend to overlook the disaster mitigation in winter especially at cold regions in Japan. Earthquake disaster under the cryogenic environment shows that victims can be proliferated due to the freezing death and cardiopathy, cerebropathy from high blood pressure, or pneumonia. Objective of this paper is to promote emergency response swiftly among medical staffs and governors from the point of view of pervading efficacy of emergency medical service based on the research reviews and interview results considering difference of seasons. The authors surveyed medical journals and All's achievements relate to havoc. Basically, the authors questioned countermeasures, took up domestic and overseas earthquake events in order to be depict sharply deep focused on preparedness and emergency response system from reconnaissance investigation.
