The Town Planning and Zoning Act established it in 1968, and Building Standard Act was revised in 1970. High control was certainly abolished by this. High-rise condominiums of a building got worse in a town area, and the issue of sunshine, a problem of privacy came to occur afterwards. High-rise condominiums came to be built in the residential area where Sapporo was good. A tendency to introduce “the high control zone” into is seen in cities of the whole country to cope with such a problem. Sapporo introduced “the hight control zone” in March, 2006. In this study, I analyze “the hight control zone” introduced in Sapporo and search for future problems.
