Tackling for global warming at local level is very important. Transnational Municipal Networks (TM’N) centering on environmental issues have contributed to disseminate information for members, and communicate with European Union. In this paper we examine what role the proactive municipalities expect to the TM’N for implementing the low carbon society at local level. The findings of our research are; 1) these six innovative municipalities have proactive policies against global warming and have achieved some positive results. 2) They consider TM’N as information source and the place of discussion, but they do not appreciate direct impact of TM’N on reducing CO2 emission. 3) Having diversified TM’N, the municipalities have possibilities to be a member of them depending on their interests. Diversified TM’N stimulate that each municipality can design his original low carbon society improving quality of life.
