With twelve patterns of parameters that are the walking speed and the number of facilities, layout of temporary evacuation shelters was optimized by the number of demand points. These simulations were case studies in ISHINOMAKI that had suffered heavy damage by the Great East Japan Earthquake. It was cleared that the influence of these parameters to the location and scale of each facilities and the process of evaluating the layout plan based on the rate of the population that can be evacuated and the construction cost were showed.
