This reports how City of Sapporo administrates the organization for the proposal system to select architects for public buildings and in which way the city requests the proposal to the participants. As the architectural department of Sapporo city has been carrying the proposal system since 2001 and devises its own methods recently, the authors regard it as a remarkable case to examine the architect selection system. While the city has made effort to develop the methods and rationalize them, the results show that the building type and the theme for the competition are the issues to be considered further.
