This paper is reported long-term payments balance and burden reduction program by external insulation retrofit on large-scale repairing of condominium through the real project in Sapporo. External insulation retrofit is required high durability specifications and financial plan include payments for maintenance and repairing based on the long-term repairing plan and repayment of the loan to keep long-term payments balance and to reduce burden of residents. As the result, there are little difference between the external insulation retrofit and general repairing on the long-term payments. The initial payment for the external insulation retrofit is able to interpret an action before obsolescence.
